MScIB, MSc.Theol. Ivars Golsts, Fiscal Council secretary
Ivars Golsts has worked as the Director of Latvian Guarantee Agency, Chairman of the Board at Latvian State Radio and Television Centre and Advisor to the Board of Directors of European Bank fo Reconstruction and Development.
Ivars holds a Master's Degree in International Business from the University of Colorado at Denver and a degree in engineering from Riga Technical University.
From 1 June 2019 till 31 August 2020 he was the Fiscal Council secretary.
Dr.oec., LL.M. Dace Kalsone, Fiscal Council secretary
Prior to her appointment as the Fiscal Council secretary, Dace Kalsone worked as the Euro project manager at the Ministry of Finance of the Republic of Latvia. Many years earlier she held the positions of SEPA (single euro payments area) project manager at the Bank of Latvia and payment systems analyst. She has experience in the areas of economics, law, IT, banking and environmental protection.
Dace has a doctorate in economics, bachelor's and master's degree in business administration, as well as bachelor's degree in law from the University of Latvia. At Riga Graduate School of Law she acquired professional and academic master's degrees in International and European law.
From 12 September 2014 till 31 May 2019 she was the Fiscal Council secretary.
MSc.oec. Andrejs Migunovs, fiscal risks analyst
Prior to joining the Fiscal Discipline Council, he worked at the Bank of Latvia, where he studied economic activity in Latvian municipalities
Andrejs holds a bachelor's degree from Stockholm School of Economics in Riga and a master's degree in the mathematical economics sub-program of the University of Latvia.
From 4 January 2021 till 19 August 2022 he was the Council fiscal risks analyst.
BSc.oec. Elina Lucka, Fiscal Council economist
Prior to her current position at the Fiscal Council, Elina Lucka has been working at the Bank of Latvia Cash department. In her everyday work Elina was responsible for cash in circulation analytical reports, co-operation with commercial banks and department record keeping.
Elina holds a bachelor's degree in economics from the University of Latvia Faculty of Finance and commerce.
From 23 November 2015 till 31 May 2019 she was the Council economist.
MSc. oec. Agnese Vaivade, Fiscal Council macroeconomics expert (until 31 December 2019)
Agnese Vaivade is a consultant in SIA "Ernst & Young Baltic” Riga office since October 2016. Prior to her current position, Agnese temporary worked in Ministry of Finance, and was an intern in Brussels, European Commission’s Cabinet of Vice-president Mr. Valdis Dombrovskis. Agnese has expertise in economics and econometric data analytics.
Agnese holds a master’s degree in economics from Norwegian School of Economics, and currently Agnese is a PhD student in University of Latvia.
According to agreement with SIA "Ernst & Young Baltic” in the period from 15 September 2017 till 1 April 2019 Agnese Vaivade has ensured macroeconomics expert consultation services to Fiscal council.
MSc.oec. Viktors Miglinieks, Fiscal Council fiscal risks expert
Prior to his current position at the Fiscal discipline council, Viktors Miglinieks worked at the Central Statistical Bureau and gained experience in the field of cash management operations while working for an international company.
Viktors holds a bachelor's degree in economics from the University of Latvia and a master's degree in economics from the Riga Technical University.
From 1 January 2018 till 28 February 2019 he was the Council fiscal risks expert.
MSc.oec. Elina Veide, Fiscal Council macroeconomics expert (on maternity leave till 25 January 2019)
Prior to her current position at the Fiscal Council, Elina Veide was conducting research in various spheres of economics, including development issues. Elina's former job experience has given her insight in the areas of business finance and strategic planning.
Elina holds a bachelor's degree in economics and finance from Stockholm School of Economics in Riga and a master's degree in economics from the University of Latvia.
From 1 May 2015 till 25 January 2019 she was the Council macroeconomics expert.
MSc.oec. Ilze Brezaucka, Fiscal Council fiscal risks expert (volunteer)
Previously Ilze has been working at the Ministry of Finance. During previous working period Ilze was faced with the questions related to fiscal policy as well as budget planning issues.
Ilze has obtained a bachelor's and a master's degree in macroeconomics at the University of Latvia.
Ilze Brezaucka worked at the Fiscal Discipline Council on voluntary basis in accordance with the Volunteer work law. The contract was concluded on 27 December 2017 till 7 May 2018. She helped the Fiscal Council to scrutinise public-private partnership projects fiscal risk.
PhD Emils Kilis, Fiscal Council fiscal risks expert
Emils Kilis is a sociologist. After graduating from high school, Emils spent many years living and studying abroad in the United Kingdom and Sweden.
He received B.A, M.A and PhD degrees at Lancaster University, where he specialised in questions pertaining to the influence of science and technology upon social development.
From 1 June 2015 till 31 December 2017 he was the Council fiscal risks expert.
MSc.iur. Ilga Jermacāne, FDC secretary
Prior to her appointment as the Fiscal Council secretary, Ilga Jermacane worked as a lawyer at the Fiscal Governance Unit of the Fiscal Policy Department at the Ministry of Finance.
Ilga holds a professional bachelor's degree in law from Rezekne academy of Technologies and a professional master's degree in law from Turība University.
From 5 June 2014 to 11 September 2014 she was the Fiscal Council secretary (part-time).
